if the assess has paid the premium onbehalf of his wife. the wife is also filing her return whether she is eligible to take the deduction for the premium paid by assesse.

No, deduction is allowed only to person who pays the premium.

Deduction is available only to payee. So if husband pays teh premium only he can claim 80C deduction and not wife.
