Yes, when wife is proposer she can claim deduction.
who ever made payment only get exemption as per incometax law, you need to convince authorities saying you reimbursed the amount immediately and you are actual proposer and payer.

YES, YOU CAN CLAIM BUT ONLY IF YOUR HUSBAND HAS NOT CLAIMED DEDUCTION OF SUCH POLICY IN HIS RETURN
