if I am submit 26Q and never submit 27Q am I need for declaring for 27Q

Yes you should file declaration for form 27Q as well.

For all the Forms i.e., 24 Q , 27 Q 26 Q and 26 QB declaration shall be accompanied by declaration in the form 27 A .
