if an auditor Sign the Balance Sheet on 28.08.2009 then which date is compulsory for Notice and Director's Report

Hold a board meeting on 28.08.2009 and pass a board resolution for adoption of annual accounts.
In this board meeting pass a board resolution for adoption of directors report and also adopt the draft notice of AGM.
