Please tell me that,
An Assessee is not registered in service tax.
he do export sales
He want to take refund of service tax pay on export sales
Can he take refund or not?

You can apply for refund of cenvat credit used in the export of goods under notification No. 41/2012-ST dated 29/06/2012.
