Does credit of service tax is available if amt (including service tax) from debtors due is turned as bad debts?

The CENVAT credit on service tax is available only when the amount of service and service tax thereon is actually paid. It is not avaialable on due basis.
SO in my opinion the credit for service tax would not be available in this case. Correct me if I'm wrong.

As per my opinion the liability of Service Tax arises when we received payment from the party i.e. we received service tax. If the debtors become bad debts than we can't received service tax from him and no liability arises....
