what is part time cop? is it cop without signing power?

Dear part time cop is allowed to the member who want to do consultancy work but he is not allowed to do certification work.

is it the cop allowed to one who is seeking permission to do other occupation along with practice? isnt it possible for one who is not holding cop to do consultuncy work? if yes then what is the difference between holding a part time cop and not holding cop? what is the benefit of a part time cop?
