Confusion between manpower and jobwork.

27 December 2015 A company hires contractor to provide some labour for in house job work within the the company and deducts PF & ESI on the behalf of the contractor?? Can the service be termed as manpower just only the company deducted PF and ESI??All the agreements between the contractor and company is of job work??
