What is the clear concept behind why the credit of cst receivable is nt available??

Receivable CSt is collecting by Seller State Govt and output tax(vat,cst) is collecting by buyer's state govt
If it happen then buyer's state govt will be facing loss of Receivable cst which has gone into the pocket of other state
therefore buyer's state is not allowing cst receivable against output tax
If it happen then buyer's state govt will be facing loss of Receivable cst which has gone into the pocket of other state
therefore buyer's state is not allowing cst receivable against output tax
