compounding u/d 621A of offence u/s 297

A public co. has made default u/s 297 and it is going for compounding before they caught by ROC. It means it has not received any Notice from ROC.

IS IT NECESSARY THAT THE APPLICATION SHOULD BE SIGNED BY ALL THE DIRECTORS AND CS OF THE SAID COMPANY

In your case a Company Secretary or Director of the Company can sign the petition but in petition there are certain documents like Affidavit which is surely to be signed by the Director of the Company also on all other documents which are not requiring specifically director's signature a CS can also sign the same.
