I want to ask this question just for my personal knowledge purpose. The questions does not relate to any person. If some people are earning lot of black money. How can a citizen file complain against them without disclosing the identity of the complainer?

THere are many ways but i can suggest you a legal one...
Just enquire his address and know the range & Ward where he is filing or liable to file return and communicate it to the assessing officer or ITO about this.
