Can a public company have all its 3 directors
as additional directors??

No, there should be whole time directors who should retire by rotation.

sir, my company is a public co. since 1991 and according to MCA site all the three directors are additional directors.
Now what formalities am I required to do??

You do not have to worry, just change the status of directors in next annual return and appoint them as whole time directors by taking a resolution.
