Cold storage is considered as P&M to get excluded from 17(5) of CGST Act?

Yes... You can avail the ITC and it's not blocked credits as per Sec 17(5) of CGST act. The section is allowed ITC for PandM...
Also the same (COLD STORAGE) is declared as PandM u/s 32 of Income Tax act as ;
Renewal energy devices being—
Solar refrigeration, cold storages and air-conditioning systems...
So,
No more restrictions for the ITC.
