11 August 2013 for the mcq 'noting charges on the bills of exchange are to be borne by? a)drawee b)none c)drawer d)payee

i am not able to understand whether the question is regarding at the time of noting? or on whom it is finally borne?

11 August 2013 in an mcq if they give date of drawing and date of acceptance and tell us to find out the due date, for some mcq's tha answer is as their maturity date. how can i know what they are asking?
