Can anyone guide me on civil
contractors rights against builder for wrongful detention of material and non payment of work done.

Normally the dispute between the parties is guided by private i.e. Indian Contract Act, 1872. The terms of the contract between the contractor and the builder needs to be verified to know the remedies available to the contractor. Apart from this, general rights and duties of a party may be verified as per ICA, 1872.
