Charge satisfaction

Greetings!!!
We are private ltd co. had filed charge in the year 1984 for Rs. 2lac. It was cleared long time back but failed to filed form 17 for satisfaction of charge. Now, we are unable to clear the charge as the Bank is not exist. Pl guide how to resolve this matter and clear the charge. We have visited to ROC but they told we have to file form 17 alongwith clearance Certificate.
