As per the procedure, Form 1B will be filed after you have filed Form 23 for the Change of name as you have to put SRN of Form 23 in Form 1B.

16 February 2009 In rule 4B of Companies (Central Government's) General Rules and Forms, 1956, it is to be filed within three months from the date when the special resolution for the alteration of the articles of the company. But ensure that eForm 23 is filed before 1B as mentioned by Ashish Shah.
