hello respected experts,
how much would be the expenditure to change Registrar office of a pvt ltd company from one state to another state (from Telangana to andhra Pradesh).

Documentation for shifting of registered office from one state to another state require is huge with very strict procedural requirements.
I would suggest you to hire the services of a professional firm of CA or CS. Professional fees in this respect depends on the reputation of firm. Normally fees shall very from 75000 to 100000.
ROC form filing fees will be extra.

my brother is not running the business at registered head office address. he is running the pvt ltd company in Vijayawada ( different state).
is he need to do anything?
or is he need take permission from any authority?
