can we change the statutory auditors if he is not responding to our income tax querries or notices and scrutinies please help me urgently

I am not sure if the job of the statutory auditor involves responding to your tax queries.
You may however still change the auditor by following procedure prescribed under companies act (I am assuming it is a case of a company)
