CAN I CHANGE INVOICE NUMBERING SERIES FROM SEP 2017 IN GST BECUASE WHEN I UPDATE MY BILLING SOFTWARE ,IT HAVE GENRATE NEW BILL NUMBERING SERIES

Yes... You can.
But, Maintain Correct way. System can't support same Invoice number for GSTR 1 return...

It is allowable. But make sure that you don't skip the numbers.
