A NON RESIDENT HAS SOLD FLAT IN INDIA TO A RESIDENT. THE NRI WANTS TO OBTAIN LOWER RATE CERTIFICATE U/S 195(3). CAN HE FILL FORM NO. 15D AND GET LOWER RATE CERTIFICATE?

If the non-resident carries on a BUSINESS or PROFESSION in INDIA and satisfies the conditions in rule 29B of the IT Rules 1962, he can submit form 15D. Otherwise no.
