After the recent amendment in CENVAT rules i am confused about the availment of stax charged in bills(i.e payable by service provider). The credit can be taken on strength of invoice or only after making payment of the invoice amount to the service provider?

it is not on the invoice receiving . cenvat credit taken after making the payment of bill to vendor.
