Central government?!?!

In IPCC paper 2 company law, I came across the word "Central Government"..
For example..
" A public company should get central government's approval to get converted to private company"
So, my doubt is whether the company should go all the way to Delhi and get the approval?
and what department of the government is concerned with all these matters??
