Provider is an individual, he is engaging labourers for loading and unloading purpose.

04 September 2013 Before going to the classification (name of the service) pl let me whether he is earning a commission of more than 10 lacs in a year, after paying coolie( charges) to the labourers engaged?

Then only he is covered under Manpower recruiting agency service.
