dear sir , can i pay cash advance morethan Rs 20,000/- by debiting to labour contractor account .

As far as possible avoid such CASH payment. In cases of BUSINESS exigencies, such a payment may be done, but NOT always.

no you can not give the exp. payment more than rs. 20000/- to a person in a days then your exp will be disallowed .
