raw materials recived form principal company and out-sourcd to ssi uint third party on job work for assumblying of hydraulic system ( manufacturing ) and reverse back to principal company for supply end user PSU amount ing Rs 22 lakh

No, as the process is manufacturing under Sec 2(f) of CE Act, 1944.
