carry forward and setoff of loss of house property

where as house property loss u/s 71 can be carryforward and setoff even if return not filed as per sec 139(3). thus it means that we can file the loss return after due date for house property loss.
considering the above situation now my question is if any person has not carryforward house property loss in last ay then he can take the setoff of that loss in current ay or he should have to file the revised return for last ay n then take setoff in current ay?
