It is a good practice to capitalise the "vehicle tracking system" Put is under fixed asset.

The decision for Capitalization should be taken based on the estimated useful life of the asset being capitalized. If the useful life is, say more than 5 years, then capitalize it and claim depreciation over the useful life of asset.
