What is the procedure to withdraw the amount deposited in CGAS FDR?

Form B has to be given to bank to convert FD into savings bank account.
Then, for first withdrawal form SB a/c, file form C and for subsequent withdrawal file form D in the bank.

in case the amount is not to be utilised for exemption purpose, then also same procedure to be followed?
