part 1 is generated by buyer, but part 2 is generated by the transporter, on or after the despatch of goods only

You will have to apply to ISD Department in writing.

you should write a letter to Addl. Commissioner,ISD Department for cancellation the way bill part-I or part-II or both giving the reason for cancellation. Otherwise, you can also go the Help Desk at 3rd floor of Beliaghata Sales
