I ve failed both IPCC 1 & 2 ,
NOW I want to give IPCC 2 first in NOV, and then Ipcc 2. Is it allowed?

Yes, you can give IPCC 2 first and later IPCC 1 but all are prefer to give first IPCC 1 because after completion of IPCC 1 commencement of Articleship is allowable because of time saving all are prefer to first complete IPCC-1 those who thinks themselves not fit for both groups at a time.
