Can income tax return be submitted?

Hello,
My parents who are senior citizen, and receiving pension from wb govt were not filing income tax return for last 10-11 years and I was compltely unware of the fact. No as I have insisted they have agreed to file return. So now for FY 2015-16 can they submit it return? They are feared that now if they submit, they will be asked why they have not been submitted for so many years. What is the procedure that they can avoid any trouble from income tax department.? Please advise.

Why they should file return 2016-17 :-
Ans-
If their income is below 3.0 lakh from all sources then no need to file.
But if they are having some TDS deductions from bank or any other financial institutions , then they should file return.
Also they will get back all TDS deducted if income is less than their tax slab .
80CC etc. Savings part also to be considered in taking back from TDS .
Query on previous returns not filed-
Ans-
After filing your first return u will get the compliance response sheet withing a year on-line for your on-line reply for not filing return.
You will reply online as per actual that no taxable income .Hence not filed.That all . No further query
So better to file return from now for FY 2016-17 and also for FY 20015-16 .
