Can i file itrs of previous 3 years now ?

My Brother was doing job at Dubai.
since last 2 years he is in India and has started his own business..
Now for expansion of business he needs a Bank Loan.
so he wants to file the Income Tax returns of the last 3 years.?
What will be the taxabilty of the same.?

No he can only file his return of income only for two year namely 2012-13 and 2013-14 as per section 139(4) of Income Tax Act 1961
