hi what is the procedure to become a accounts or tax consultant, can he advertise if he isn't a CA

You may register as Income Tax Practitioner (ITP) with any Income Tax Office after attending two or more assessments or hearings. The Institute of CA regulates only CAs as they are members. You are free to do any thing that is lawful.
