please tell me whether we can claim the registration fees and exam fees paid to ICAI, ICSI as a deduction under 80C ?

No, not eligible for deduction. However under section 80C any payment made towards the exam fee, university fee,bus fee,lab fee,books fee, any other fees execept for tuition fee doesn't eligible for deduction u/s 80C.
