Ca direct entry to civil services

Dear Friends,
I read a letter published on www.icai.org url is here

In this letter here mention that" As per Order Issued By Govt of India, CA from ICAI has been Recognized to superior services/post Under govt.
But in another line where it is written that CA is eligible for Civil Service Examination which is conducted by commission for recruitment to IAS, IPS
If as per my knowledge if anyone want to get recruit in Govt Depart is by way of fighting IAS or at lower level SSC.
Please help in removing confusion
