Sir,
Please tell me if party is not giving C-Form then which rate should apply on that goods , whether it is 12.5% or the rate applicable to that particular goods.

Vat rate in local sale will be applicable to unregistered dealer central sales as CST.

the CST rate would be the rate of VAT (i.e. either 4% or 12.5% as the case may be) if the party is not giving Form -C. But also ensure that you would be liable for interest also.
