Is it possible to get materials for construction under C form for an industrial building?

Yes, you can take on C form where it is for resale or consumption or use for the purpose to create a fixed assets.

Rule 13 : The goods referred to in clause b of sub sec 3 of sec 8 ...shall be goods intended fr use by him as R.M, processing materials, P & M, equipment, tools, stores spre parts,accessories, fuel or lubricants in the manufacture or processing of goods for sale or in mining or in the generation and distribution of electricity/power.
Could you please let me know whether construction of factory building falls under this..if do under which item?

The answer depends on your status. Whether you are a contractor and constructing the factory building for the client,then in that case in my opinion, the contactor can purchase the material against Form C.
another situation, where the company itself constucting the factory building, in that case Form C can't be used for purchasing material at concessional rate.
