Can someone enlighten me on how this buyback of shares works? Basically, who can do it, why it is done and how it is to be done?

Kindly refer Sec. 77A of Companies act u'll get ur solutions
Any company who intends to reduce its share capital by bu way of buy back can do it.
Provisions of Sec 77A, AA, B shal apply & shall be complied with .
