15 October 2022 builder had filed letter in march 2019 opting for old scheme. is that old 12% scheme applicable for all project or can he opt for new 5% scheme for new project?

i feel its applicable for all projects, but then it sounds unfair, what if he wants new 5% scheme for new project?
