i want to know at what time we have to pay service tax in case of GTA, as on the date of billing or as on the date of receipt of money from customer under service tax

I am doing C.A Final I want to join industrial training on june 2009, what is the MINIMUM STIPEND for industrial trainee,because i want to start my training in my local city Jalandhar (PUNJAB) in a company which full fill the institute criteria. SO PLS TELL ME SIR WHAT IS THE MINIMUM STIPEND FOR INDUSTRIAL TRAINEE
