plz tell me where i show brought forward itc of july 2017 in gstr 3b of august 2017

In GSTR 3B you don't want show anywhere in Inward and outward column. It's shown in Payment column as ITC....

no payment option open becoz input credit is more from output liability

Good.
If your August transactions input credit is more than output liability then can't shown it.
You can adjust in GSTR 1 2 and 3....
