Dear Experts , please advice that who can ask for minutes of the board meeting ?
can present Directors ask for minutes of any previous meeting when they were not on the board ?
who else can ask for minutes?

Minutes books r important for ROC purpose. Yes present Directors can also demand previous Years minutes books. The IT department(in case of search), asks for the minutes books. The Auditors will ask for the minutes books at the time of Audit. If u r applying for any loan or alike that purpose them the Bank Manager will demand for the Resolutions opted in minutes(like opening of new A/c, set credit limit etc)
