Can a board delegate powers to Chairman to form committee as per companies act?

A committee of board of directors should be constituted through a board resolution in a validly hold board meeting.

Does companies act restrict such delegation if company in a board meeting and as per AOA has passed such a resolution?

22 April 2013 There is no express prohibition as such. But delegation of power to form committee seems fundamentally wrong and against the purpose of committee concept.

Board meeting which delegate said power may also constitute committee itself.
