Yes, Board meeting can be held
However, for purpose of Section 285, which states board meeting once in every 3 months should be held, Board meeting canno tbe held through video conference.

There is no notification or anything else from MCA to validate BM through teleconferencing or videoconferencing. So avoid this method for now.
