Can F.Y- 16-17 ITR be filed before March 2019? Can F.Y-17-18 ITR be filed before March 2019 with penalty of Rs 1000/- ( Income below 5 lacs)

You can file ITR for FY 17-18 with late fee as per Your Taxable income...
But, You can't file ITR for the FY 16-17 through normal provisions...
