Before due date why penalty show on portal

We are filed GSTR3B before due date that mean today on 16th Oct 2017 while Due date for Sep-17 GSTR3B is 20th Oct-17, and when we are filed GSTR3B Penalty show and without pay penalty we are not filed GSTR3B ??

Of you filed your August return afyer due date then you have to pay penalty for same in August month......

If you didnt pay it in last month then same is charged in this month......
