No if you can proof the varacity of Receipt of payment

You can write off as Bad Debts after giving a reasonable time for recovery and also you should prove to the department the steps taken by you to recover the amounts and after due deligence and based on the documents for follow up you can wrtie it off as Bad Debts.

In case any debt is not recoverable then it can be w/off at any time as a bad debt.
