A manufucturer registered under excise, started new service e g rent of commercial property, Manufacture availing cenvate benefit on capital goods e g plant & machinery etc. is the manufacture entitle to claim basic exemption

the condition is to avail the assessee should not avail the cenvate benifit either on capital goods or input services/goods. inspite of this manufacturer is entitled for exemption
