Is there any minimum limit for issuing Cheque? Can i issue a Cheque Worth Rs 2/-?

I WAS TOLD BY A FEW BANKS OF MINE (PUBLIC AND PRIVATE BANKS) WHERE I HAVE S.B. ACCOUNT ABOUT A PRACTICE THAT A CHEQUE FOR AN AMOUNT BELOW RS. FIVE CANNOT BE ISSUED.
BUT THIS IS MORE OF A GUIDELINE RATHER THAN A HARD LINE.
BUT OUT STATION CHEQUES IF WE ISSUE FOR RS 2, I AM AFRAID , THE COLLECTION CHARGES WILL BE HIGHER THAN RS. 2.
